100% right. I remember that when I was in Korea, every electricity bill had pictures of missing children on them. Every month for 3 and a half years and sometimes the pictures where of children abducted the previous month or two. I looked at those pictures and wondered how this happens in such a "low crime country" and yet school kids are out till 10, 11 or midnight studying and then come home to sometime empty apartments. Or even better, having to walk the streets while drunk idiots are driving around (because come on, it's not like the police will catch these fools before they hit someone)

That little girl might have been another dead victim if it wasn't for the fact that a neighbor was there and actually went out to help her. It could have so easily been another sad story with the cops and parents shrugging and wondering what they could have done to prevent it. For a country with such a huge problem with their birthrate, they do a piss poor job taking care of the kids who are actually there.

It used to happen all a lot yes, but now its not that simple. Young kids are not supposed to be left alone now, its a crime if they are under 12 I think (not sure on the age thing) and schools have to also be more responsible....

but walking home from school should be safe. It seems fromt he footage this happened in the middle of the day. she could easily have been dropped off at the apartment block entrance by a hogwon bus. Some things you just can't gueard against

I guess the police finally caught the guy...in MY neighborhood. He was at a jimjilbang, and somehow they managed to apprehend him there or thereabouts. Since damn near everyone in Seoul had a crystal clear picture of the bastard before the angry mob caught up with him and hung him by his balls.

My wife was watching the news this morning and I guess several police were fired over this matter. Since when do Seoul police get fired for incompetence? I wonder what their rank was...detective? I guess they had him in custody and then released him because they were too drunk or stupid to understand the abundant evidence they already had at the time.

He had priors for the same crime. He claimed that the child "looked at him impolitely" and was going to simply beat her for her insolence. I'm guessing they got him to confess the good old fashioned way...a good sound beating (I hope).

Corrected for accuracy.

In both this case and the one of the two girls murdered at Christmas, notice the assumption underlying both assailants' defenses. That somehow strangers (drunk adjeosshis) on the street have the right to discipline any child for being insolent, behaving in a way they don't approve of. This way lies madness. This aspect of the culture is something that is going to have to change. And as Tuney noted, parents are going to have to start spending more time with/on their children, and take care of some discipline themselves. But I'm not holding my breath.

The thing about the guy walking behind her drunk, and her giving him a suspicious look so he had to tell her he's not a bad person? Wow. That happened to me at my first apartment in Seoul.

Walking back from the convenience store around midnight, this guy kicks a sign post on the street and I got scared and crossed to the other side to avoid him. He followed me back to my apartment. I stood near the security guard (who, of course, was sleeping). The guy started woke up the security guard and I slipped away into the elevator. As the doors were closing, I HEARD THE SECURITY GUARD TELL THE DRUNK GUY MY APARTMENT NUMBER!!!

The guy comes up and starts pounding on my door. Screaming. For like 30 minutes. I was shitting myself. He tore the screen on the front window and was messing around trying to open it. Tore all the stuff off my door, like the apartment number and that thing where you put the gas meter reading, scratched the door with a key. All the way yelling away in Korean, occasionally throwing in some English like, "I not bad man! I good man! I goooood maaaaaaan!"

I called two Korean guys I knew in the next building. They were young and small and no match for him, but chivalrous and brave. They came over and chased him away, called the cops, and stayed with me.

I never saw the cops, but I guess they came. I was tired and scared and didn't feel like following up that night.

The next day, my wonjang went fucking bananas over the damage to the front of my apartment. He bullied the security guard to find out the guy's name. Then sent our female manager over his apartment to get heavy with the wife. They got the money for repairs, but I never really considered whether the guy was sorry.

I was fucking livid at the security guard. Telling a drunk raging guy how to track down one of the tenants you're meant to be protecting? Just because you're probably scared of him and want to go back to sleep? I gave him dirty looks for a month, then I started to feel sorry for him and made nice again. Months later, he redeemed himself by helping me find my cat when she escaped from the apartment.

I dunno the point of this story. Just that, that kind of drunken victim mentality is something I have witnessed first hand.

I understand what Tze is saying, though. Of course it's not a Korean thing, but a lot of the mothers there aren't working and they could easily escort their kids around.

That said, I grew up in the countryside and spent most of my waking time wandering around outside with my sister and our neighborhood friends. The thing is, we were stupid and we did a lot of unbelievably dangerous stuff--and I was much more cautious than other kids. I can only imagine what the rest of you got up to.

Maybe it is a part of growing up that we have to go through all that. I'm not sure how much protection is natural, but I imagine my ideas would change if I were a parent. Someone like Tze will go out of her way to protect her child, and it's admirable that she expects the same from other parents.
